Frequently asked questions

Yes, as long as they meet the EOI requirements. Respondents must be a validly incorporated, registered or otherwise legally constituted entity and either hold an active ABN in Australia, or have a formal documented plan to establish an Australian presence, including any required registration and ABN, within 90 days of contract execution.

You’ll need to identify the regulatory frameworks, licences or approvals that govern your entity and the delivery of your service in Australia, including state or territory-specific obligations.

No. This EOI is a market sounding exercise only and does not constitute a formal tender, request for proposal or contractual commitment. Participation does not create any commitment by Australia Post to proceed with any respondent, service offering or commercial arrangement.

No. We may proceed or elect not to proceed to a formal RFP or RFQ. We may also modify, suspend or withdraw the EOI at any time without notice.

You must complete the capability questionnaire and address all required questions. The questionnaire asks for information such as a service overview, scale and network delivery details, commercial model, community impact and brand fit information.

Responses should be factual, specific and evidence based and provide sufficient information for us to assess the suitability of the proposed service opportunity.

The response must remain valid and accurate for at least 180 days after submission.

You will need to describe your proposed commercial model and how Australia Post would be remunerated, such as through a per-transaction fee, revenue share, licence fee, government-funded model or hybrid model. You will also need to provide estimated transaction volume per Post Office location per month at steady state and the minimum transaction volume at which the partnership remains financially viable.

Formal references are not required at the EOI stage. You’ll be asked to provide an example of a comparable service deployed through a third-party retail, branch or agent network, including the scale achieved and measurable outcomes. 

We may conduct reference checks, due diligence or independent verification activities at a later stage.

We will review responses to identify service opportunities most aligned with the objectives of our national retail network. Responses that meet the mandatory requirements and provide sufficient information for assessment may be reviewed by an Australia Post panel comprising representatives from relevant business functions.

We may consider factors such as strategic alignment, customer and community value, commercial viability, operational feasibility, scalability and deployment readiness, regulatory and legal considerations, privacy and security considerations, brand alignment, respondent capability and experience, financial standing, organisational maturity, evidence of comparable delivery and support for regional, rural, remote or underserved communities. We may also consider any other factors we deem relevant to the assessment of a proposal.

There is no scoring framework for the EOI.

Following assessment, we may, at our sole discretion, identify shortlisted respondents for further discussions, presentations, due diligence activities, pilot exploration, commercial negotiations or participation in a subsequent procurement process.

Shortlisting does not create any obligation on our part to enter into negotiations, award any contract, progress a proposal or proceed with any service opportunity. Participation in later stages will be determined solely on our assessment of the information provided and our strategic priorities at the time.

All respondents will be notified via email. Any decision made to shortlist a respondent or not proceed with any proposal is at our discretion. We do not provide individual feedback or assessment outcomes.

Yes. You should clearly identify any information you consider confidential or commercially sensitive. The EOI also requires you to keep confidential all non-public information provided by us in connection with the EOI, including information we designate as confidential.

All responses and supporting material submitted in response to the EOI become our property on submission and will not be returned. Respondents retain ownership of all pre-existing intellectual property rights in their submissions. By submitting a response, you grant Australia Post a non-exclusive, royalty-free licence to use submitted information to assess the response and negotiate any resulting commercial arrangements.

No. You’re responsible for all costs and expenses incurred by you in preparing and submitting your response. We will not reimburse any such costs.

We will collect, use, store and disclose personal information in accordance with our Privacy Policy and the Privacy Act 1988 (Cth). Any personal information provided in connection with the EOI may be used for EOI evaluation and any resulting procurement process.

Clarification responses will not be published or shared with other respondents.

Questions sent after the deadline may not be answered. 

Any complaint regarding the EOI process must be submitted in writing to eoi@auspost.com.au  with subject line “Complaint / Organisation Name” promptly after the relevant issue arises, and no later than 10 business days after you become aware of the matter. The complaint should set out the basis of the complaint, how you considers you have been adversely affected, relevant supporting information and the outcome sought. We may take any action we consider appropriate in response to a complaint.

No. Lodging a complaint does not require us to suspend, delay or alter the EOI process.
