Community Postal Agents (CPAs) were established in the mid 1990s to provide an over the counter delivery service and most importantly an acceptance and assessment of postal articles They comprise a significant portion of the 2500 retail outlets in rural and remote areas that are required under Australia Post's community service obligations.
We currently have 630 CPAs and about 90 per cent of them are located in conjunction with another business e.g. general store.
All CPAs operate under a common agreement renewable every two years and do not offer agency services ie. Postbillpay, Bank@Post etc. Their hours of operation vary, dependant upon mail arrival times, amount of work involved and the nature of their conjunction business.
Payment Arrangements
- Payments for CPAs are up to $30000 per annum dependant upon the work performed.
- All CPAs receive a representation allowance.
- CPAs receive a 10% discount on the sale of postage stamps (if an approved weighing instrument is in place).
- A payment per counter delivery point based on up to 35 per cent of the Rural Frequency Delivery Guide is made monthly in arrears. This is reviewed on an annual basis.
- Public liability insurance for CPAs is paid by Australia Post through an overall policy.
- A review of communications to CPAs, the ordering of stock, payment remuneration and the range of services that may be offered is currently underway.
